Wind's great!
I had my phone just a week before school started, and since I live in Mississauga, I would often call and text people in Mississauga and downtown Toronto, and it works just fine.
The only problem is when I'm at JHE's basement -- which is often -- there's not much signal.
But yeah, all in all, i think it's great. (I'd turn off data most of the time though since I use wi-fi anyways)

But to answer your question, it's a yes. And I believe it's $0.10 per text.
Oftentimes, when I'm at JHE's basement, in my blackberry homescreen, the "WIND Home" changes to "WIND Away". I called someone in Tdot back then while it says "Away" - which I didn't realize -- and later found out that I had to pay extra cents for it. But yeah, your homescreen should tell you anyways if you're in the WIND zone.
