I'm sort of confused about how to apply to the work program. I know you have to be approved before you can apply for a job in OSCAR. Do you have to print the application, fill it out and send it in to be approved for work program? I'm so lost

I'm just in the middle of doing that actually...

On mugsi, once you apply for the work study program, the option to print your approval form(meaning you are approved) should become available to you. You only need to print and present it to your employer if you're hired.
