What he's saying that it was to try to make sure black people in general couldn't vote. The people that made the test (white racist people from the 60s) DID think that all black people were dumb and didn't deserve to vote. That's why the test was made. And the point of it was that the (white) poll clerks would generally only force black people to take it and pressure them.

It would have kind of worked, because let's say that 75% of black people and 75% of Jews could pass this test (pulling numbers out of my ass here). It doesn't matter because ONLY black people would have to take the test. 25% of blacks would fail and be ineligible to vote. Of course, 25% of Jews would also have failed, but that's moot because no one ever made them take the test before letting them vote. In this way, it would exclude blacks from voting.
