I have 2 questions:

1. is it possible to become a TA in second year?

2. I know someone previously posted about wanting to become a TA however i it would be great if someone could lead me in finding a way to become a TA for social science. PLEASE?

Pretty much all the T.A work goes to graduate students in social sciences and humanities. Which course were you looking into TAing?

Trying out for a T.A in your third year might be possible in your third year, not your second. For example only my geography 1HA3 T.A is a 3rd year student while the rest are graduate students. But then again all that depends on the type of course you are taking and so on
