yes it does.

from the housing website:

A computerized lottery determines which students are guaranteed a space, or placed on the waiting list. Students will be emailed with the lottery application results.
  • If a student is guaranteed a space as a result of the lottery, they must maintain a 5.0 sessional average to remain on the guaranteed list
keep in mind there are two lotteries. one lottery is used for selecting which upper year students go on the guaranteed list and which go on the wait list. this lottery happens in late feb or early march. the other lottery involves all the students (including the incoming first years) which is the selection for the type of residence (bates, keyes, les prince, etc..) you will get for the upcoming year. this happens in late june.

if you maintain a 5 and above, you will get a space in residence for the upcoming year (but not choice of rez) if you are placed on the guaranteed list (via the feb or march lottery). if you are on the guaranteed list and end up with less than a 5 avg, you will be removed from the guaranteed list and placed to the wait list, unless a valid explanation is provided for the low avg.

if you are placed on the waiting list (via the feb or march lottery) and end up with a 9.5 avg or above at the end of the term, you will be moved from the waiting list to the guaranteed list without any questions asked. its a reward for being on the dean's honour's list.
people on the wait-list usually get on the guaranteed list if a student who is already on the guaranteed list gives up or loses their spot.

Yes, but if you have a 9.5 you'll get a spot NO MATTER WHAT happens with the lottery. If you have between a 5 and a 9.5 then it depends on the lottery, so it IS NOT guaranteed.
You can have a 8 average, not get a spot through the lottery and then you're stuck on the wait list with your fingers crossed. It's by no means guaranteed, not until after you've made it through the lottery.

yup you are right. based on OP's question, all i meant in my previous responses was once he/she gets through the first lottery (feb or march) , all he/she has to do is maintain a 5 and above to retain the guaranteed status. nevertheless, a 9.5 will get you a guaranteed spot regardless of the lottery.
