Can't be that cheap. I saw the sign that said Fair Trade. Fair Trade is never cheap from my experience.

The cheapest food on campus would probably be a sandwich in student centre. They cost $4.65. No other sandwiches are cheaper than this.
Cheapest food off campus would be a medium pizza from Gino for $5.99 due to the fact that they are considered two meals. So about $3 for a good portion.

Drinks are definitely expensive and most of them are not healthy at all! I usually get a bagel from Williams (they make it themselves in HSC)! If you live near Centro (North Quad), centre stage is the best and quiet cheap. If you like ur egg done or made in certain style (like sunny side up) they will do it for you! A la carte has variety. In the west Quad, Bistro is expensive but I think its worth it (New York Steak and Philly cheese stake are my favourite).
Do remember that your freedom account can also be used off campus (certain locations). Try Basilique/ Ginos/ etc... If you feel as if you are using too much money from your account, Fortinos is near by. You can always make food yourself.
About meal plan... it depends on you. I had like a grand left over by the end of the year that I had to use up... others finished it fully...

Regular milk is like 1.85, juice is the high priced stuff... I used to buy/bring 1L cartons of milk because it was a lot cheaper for the quantity

I know it's been said already, but do NOT buy drinks. I rarely did and I had the lightest meal plan, and I had tons of money left over near the end of the year.
As for cheap food, it is on campus, so anything you buy will be overpriced. That being said, buying things that last more than one meal is really good. Avoid buying things like sushi that are already expensive, never mind with the price jacked up. Also, the cafeteria in IAHS (next to the psych building) has good food for a bit of a more reasonable price.

IAHS prices are pretty much the same as La Piazza. The slightly better variety/price/quality option would be the hospital cafeteria (go to hsci building, past the williams, all the way down the long hall). The hospital caf is awesome because:
-good soups
-so many drinks
-daily specials
-coffee card (some sort of stamping/punching dealio that can get you a free coffee eventually)
-sushi/prepared sandwiches (the good kind)/veggies/grilled food/too many to list
-don't take mealplan card though
