Now, the only two shows I watch from the ones you listed are Chuck and Fringe, so this is only based on those two. I don't find Fringe to be particularly intelligent, definitely not much more so than Chuck. Chuck is cheesy and over the top, and the humour isn't that intelligent (certainly not when compared to something like Arrested Development). But the humour is quirky and full of pop culture references. It definitely requires a bit of intelligence to keep pace with it (although the action parts have always been a bit brainless, but that's intentional). It's a bit Buffy-esque that way.
Fringe, on the other hand, is usually pretty predictable. It doesn't require too much thought to keep up with, and that's not necessarily a bad thing. It's still good enough to keep my interest, but it isn't what I would qualify as intelligent. Certainly not in the same way Lost, or The Wire are intelligent.
