How come all the lockers inside the gym are always full?

I am new to this, I visited the men's changing room at the school's gym last night. Big as it is, I noticed that all the lockers already had locks on them, is this allowed? Because I can't even use any of the facilities now.

Well, there are many lockers that you can pay to use for the term/year, and then you can keep stuff in them overnight. Could you have been looking at those lockers?

I would say around 1/2 the lockers are reserved, but since the gym is always packed then sadly there is minimal locker space available. I have had to circle all of them before to find one, but there are usually a couple free ones mixed in

That's seriously what I thought too, but looks like no one is there to reinforce those rules.

Well the ones that people rent can keep their stuff for 24/7, but I know people that go right when its open so I doubt people are keeping their stuff over night
