You pay through your student account with the Interac option. You'd need to have sufficient funds in your chequing account to pay off whatever you agree to pay.
I use TD as well. If you're looking to pay off your entire tuition before the 1st you're in trouble. Unless you can call customer service at TD, chances are you have a daily spending limit that will be quite a bit less than what you owe. I sent a cheque Monday and had it shipped express, hopefully it got there on time.

If you can't do internet or telephone banking, then you can either do interac (through the McMaster website) or go in person to the bank. If you do interac, there might be a limit for how much money you can spend. If you go in person to the bank, bring a printed copy of your payment agreement. It will be like you're paying a bill to "McMaster University" with your student number as the account number.

You can pay thorugh your TD access card though there is a limit to how much you can spend in a single day. You will need any EasyWeb account and password to access your online account and pay your tuition. You will get a confirmation ID as soon as payment is complete. But remember, since this is electronic banking, it may take some time for the funds to transfer.

Oh, all the ATMs on campus are CIBC or non-branded. In fact the closest one is near University Plaza.

I guess CIBC has some sort of monopoly in McMaster.
Yes, there are charges for using ATMs that don't belong to your bank. You get 2 charges, one from the ATM you are using and one from your bank. I'm not sure if it's changed but it used to be 1.25 or 1.50 per charge.
Edit: If you have time, you can always bus to BMO at University Plaza. HSR is free and it's not really that far.

You take the bus at the bus stop from Main Street near ETB going west (Towards the right when facing away from campus). You can take any bus, the B-Line stops inside university plaza.

It's not really close to the hospital... It's more in front of ETB.
