Yep.

It is locked to Bell only.

Only way to unlock iPhone is through special arrangement with people that has connection to Apples. Basically... Its really hard to unlock iPhones after its been locked.

You can do jailbreak then software unlock, but that depends on the firmware the phone has and the current cracked available.

I won't buy a iPhone and rely on software unlock.

Rogers had the MOST stock for iPhones and sold the most. As such, finding a used one that is Rogers locked won't be hard.

Changed my setting I can now receive private messages. Yes the Iphone is locked to bell. You can pay to get it unlocked through many means. But I don't have an specific recommendations. As I said before its $500 obo.
