Yes definitely. In fact if you look at the Undergrad Calendar for most minors a requirement, most if not all the time is at least 12 units (above Level 1) must be elective to your degree.

Basically, any units that are not required for your degree, you can use towards getting a minor. In other words, yes you can use your electives towards a minor. In fact, if I'm thinking about this right, using your electives is pretty much the only way to get a minor...

Yes however there are some limitations depending on what your major is and what you're hoping to minor in. Check the undergraduate calender and/or ask an academic adviser to be sure.

I have another question, and I didn't want to make a new thread since it's related to minors...

I'm probably coming back for a second degree, so I was wondering if the courses I have taken for a minor will transfer over when I come back if I decide not to finish the minor next year? So, up to now I have 18 units of English and need 6 more for the minor. If I don't take the last 6 next year before finishing this degree, can I still finish the minor off during my fifth year?

I'm pretty sure you can. If you wanted to come back for a second, three year degree (BA is this case), then don't claim your minor. If you just want the minor, you should be fine.

I also think that your units for the minor will transfer over.
But I would speak with an advisor to confirm.
