Is there a limit to the amount of first year courses you're allowed to take to graduate? Or any restrictions to the amount of particular courses you need to take. Are you allowed to take say more than 39-40 ish? Whats the rule?

It's something like 36 units (if depends on the program), so like 11 or 12 courses total...check your program.

I know its 48 (including the 30 from your level I program) for every program i've looked at in Soc Sci and humanities. Don't know if it changes from program to program though.
