I would call the police department (you might even be ok with 911 if you're right there!). My friend waited till after when she was advised to do so.
I know it's super weird, but you can only really help if you can give a description, even a vague one.

There's 5 or 6 people with developmental disabilities that hang out at the Timmie's in Westdale every night (or at least every night I've gone there). It may be one of them. Regardless, I don't think that warrants a 911 call... That number is for shootings in progress.

^^Point taken... Personally I don't think it even warrants calling the cops unless he's doing something dangerous, and from what I know, it's just a handicapped guy choking his chicken. Not exactly a federal offense.

so someone breaking the criminal code, right in front of you, I think that does warrant a call to 911.

Flashing isnt being nude. He's wearing something, but chooses to expose himself. It's your word against his that he did it. Section 175 covers flashing though ("iii(b) openly exposes or exhibits an indecent exhibition in a public place"). It's also the section that covers such heinous crimes as loitering, shouting, being drunk in a public place, and swearing. It's still he said, she said though. It's also a summary conviction, which carries a maximum 6 month sentence, which in Canada means time already served or suspended sentence, so he'd be right back doing it again.

If you've seen those bus shelter signs, they ask you to call 911 for graffiti in progress, so I think they'll be ok with a call for public masturbation.

Lol, seems to me like a lot of you don't want him doing time. Homeboy needs to get off the streets, no pun intended, and do his business somewhere else (his own home or a cell). Nobody should be subjected to those kinds of visuals if it can be stopped.
