Is gradschool "admission" the same as "offer"?

Is gradschool "admission" the same as "offer"?
Mosaic says "accept admission", but the actual "offer" tab near my application is empty.

Is it how it's supposed to be, or Mosaic is screwed up? What's the difference between the two?

The accept or decline admission is just where you respond to the offer. The actual details of the offer are supposed to be emailed to you.
