Actually no they don't. If they were to have the same authority as police officers they would not be sworn in as special constables. They would not large text on their uniforms stating special constables. Nor on their patches, vehicles and so on. No one wants people to confuse a special constable who is NOT a police officer with one that actually is. Section 53 of the Police Services Act (PSA) specifies that they do not have the same authority as a police officer. For example, police officers have powers off-duty, special constables/SG's do not.
To go further against your point:
There are a lot of police officers out there who do not utilize firearms. Having a firearm does not make the difference between a security guard of some sort and a police officer. For example, you have Brinks Security. Also, high end places who require security only typically employ armed security guards who have to go through a lot of various procedures and tests.
All law enforcement's tools of trade DO NOT imply a police officer either.
