An establishment does not have to accept them. They can, but they don't have too. I've seen many places turn people away because that is all they have which is well within their prerogative.

I agree with reeves, this is just bad wording. It says "Acceptable forms include", but it doesn't list everything.
I'm 21 years old, but I don't have a licence, a passport, or any of those things except a health card. So I shouldn't be able to drink, smoke, buy lottery ticketd, etc.? That doesn't make any sense. I'm pretty sure this website is showing you what can be accepted, but I don't think it's ALL that can be accepted.
