QUESTION:
Can you sign up for classes if you have money owing on your account? (I still have textbooks I need to pay)

You might not be able to get a spot regardless since seats are reserved for first year humanities people.
Just email the head of linguistics about 1,000,000 times saying you want them to open a spot for you. Eventually they'll trade you a seat for a promise that you'll gtfo from their inbox.
