"SOLAR reopens for students whose fees are cleared by August 10: Wednesday August 11 @ 830AM"
I've read somewhere else on Macinsiders that fees cleared just means confirming your payment agreement, not actually pay off your whole tuition. Can anyone confirm this?

That's correct. You have until September 1st to pay your tuition if you selected the payment in full option.

Last Day to cancel Term II classes without failure: Monday July 21
Does this mean this is the last day you can cancel your term II summer class without having to still pay for the course? And if you have already paid are you pretty much screwed?

Cancelling means you won't get a full refund. Depending on when you cancel you will get a partial refund.
Dropping is the only time you will get a full refund and can only be done before the drop/add deadline.
