Cable is faster if you are the only one in your area using cable. Since cable goes from the company to a cable box and then to all the different houses using the cable internet. So basically you'll have "x" number of houses sharing the 10mbps or whatever speed internet. Phone lines go directly from your house to the company, so you get all 100% of the speed, but yes, they are generally slower, 5mbps or somewhere around there.
Edit: In my area, Rogers is really slow because everyone uses it :(. It used to be really fast though.

I dunno, judging from what I've read so far, I would go for TekSavvy.
I personally hate Rogers (personal reasons, mostly cuz of crappy customer service), Bell is alright but still caps. Although TekSavvy is a bit slower, it has no cap and seems to be at least somewhat on the side of the customer by not capping bandwidth.
It basically depends if you download more or just surf web pages. If you value downloads more, than the bandwidth cap would be more important, a slower download is better than no download. (Or paying more for it). If you surf webpages more, then it doesn't take up that much of your bandwidth and the speed would be more important (Although, you probably wouldn't even noticed the speed difference). So yea... go for TekSavvy!

I have Teksavvy in the house I rented right now.
I'm not entirely sure how it works, but something about having 2 connections and merging it or something along those lines.
Either way, we're getting 8 Mbps without a limit, but we're supposed to have 10 and we've contacted Customer Service and they're trying to fix that (they have good customer service)
It's effectively costing me 100 bucks a month though (but we're splitting it between 5 people)... It's good for heavy downloaders, I guess... :S

Ya, that's a new feature they just added where you can bind two separate lines together.
I think 8 Mb/s down should be normal. I get 4 at both my house in Hamilton and at home. I think the extra 1 Mb/s gets lost due to pretty much all household phone lines not being of the highest quality :p
Better than what I was getting with Cogeco last year (was supposed to be 16 Mb/s, was getting more like 9 Mb/s)

Ive been with Bell, Cogeco, and TekSavvy (current).
Bell has awful customer support, crap caps, and very expensive overall.
Cogeco has good speed, throttled (like every other company, but teksavvy offers ways to bypass that..), but also expensive with low caps.
Teksavvy - 5mbit speed, throttled (ways to bypass), High caps (200GB or Unlimited), $30 or $40 a month depending on your choice of cap, customer support has been 100%, and best of all - over at www.dslreports.com the Co-Owner and a few employees of teksavvy frequently post on the forums so you can contact them directly

I love the use of the big yellow rubber gloves, as well as the guy with the goggles. I'm sort of shocked that it actually works lol.
