You don't need to go in person for any reason.
The new student form is available online at this website
http://registrar.mcmaster.ca /registered/forms.html
Click "New Student Form", it's in the form of a pdf.
Print this, fill it out, attach a passport sized photo and sent it via mail to the office of the registrar (address is at the top of the form):
