I believe you need to apply, although you do not need to actually receive OSAP funding.
Edit:
To be considered for the Fall/Winter Work-Study Program you must:- be a Canadian citizen, permanent resident or protected person who currently lives in Ontario and is fully-registered (including those in a ‘continuing’ or ‘irregular’ status) in an OSAP-eligible undergraduate, graduate, MBA, School of Medicine or Mohawk-McMaster Collaborative Nursing degree program. The applicant must have a processed OSAP (or out-of-province loan) application for the fall/winter session or otherwise demonstrates financial need (see chart below). You do not need to be a recipient of student aid but you must apply.
OR - be an international student in level 3 or above who consistently maintains at least 60% of a full course load each term (40% for students with disabilities) in an OSAP-eligible degree program and demonstrates financial need (see chart below) during the work-study period at McMaster.
So the only way you can get by with not having an OSAP application is to be an international student in level 3+, etc (the second bullet point).
