yeh you got robbed. its a shame that people have to go around acting like they have a disability trying to make money of it for their own pleasure.

Exactly. There are signs all along the basement of KTH saying anyone found soliciting students will be asked to leave immediately.

Why is it okay if he's deaf?

Why does him being deaf make him any more financially worse off than your typical student? Wanna throw money away? Give it to me. 2 bucks could go a long way.

Mac actually doesn't allow soliciting on campus, so it can be reported and the person removed.

Someone did it in MUSC last year, and I reported them, and they were removed. They then had a hard time trying not to talk. I found it amusing.

But yes, they 99% of the time are scammers...

By definition, that would be panhandling. I can't find any policies on the website about panhandling specifically, but since it involves implied transaction of money, it could fall under "commercial activit", on which the policy is:

Since, by definition, you aren't saying anything it wouldn't be considered solicitation and could not fall under that policy.

Your actual intent wouldn't be considered unless you were caught, asked to leave the campus, and then you took the action to court. McMaster would ultimately win however since the land is private and McMaster can remove whomever they want.

alright, thanks for looking that up. and since people report stuff i guess, probably won't last long at it no matter my actual intent. did it once for about 10minutes as an experiment/art sillyness made a bit over $5. People kept asking what is this for? what charity is this for?

There are at least 2 different guys. One in health sci last year and one in mills this past year (October-ish).
