It seems that you can create your OSAP application now... do you know when you have to fully complete and submit it?

You have two deadlines you can follow. The first is by the end of the school year. The second is by the end of sometime mid-july for the option to have OSAP deduct directly from your tuition. The second deadline hasn't been set yet, but you can keep an eye on this page:

Edit: The first deadline is actually 90 days before the end of the school year. Which would be around the end of January.
