OSAP Flex plan
does it mean that i have to pay 60% of my fees before i start school and pay the rest before january 15?

That's exactly what it says in the payment agreement. The faster you pay it off the less interest you will be charged. Whatever plan you select, just follow the payment agreement schedule (but also note you can always pay in advance as well).
