I ran into the same issue with OSAP recalculation. I think the guy is right.. they "sometimes do" and "sometimes don't"..
From what I've been told (by the McMaster SFAS Staff), the ministry of financial aid considers the QEII scholarship as "income earned during the year", which piles on top of any money you make during the school year (from bursaries, other scholarships, or paid employment).... I think the limit is around ~3000-4000... so if your total "income earned during the year" (QEII + other scholarships/bursaries + employment pay) is greater than that amount, OSAP will have to recalculate your entitlement. If it's less than that amount, you get to keep both your OSAP loan/grants as well as QEII..
