I mailed in the OSAP Signature Pages but then checked the website a few days later, apparently there is a Supporting Document Cover Letter Page that i didn't include. Is it important?

Probably not if you only have signatures to send in. I handed in my declarations to SFAS and they didn't ask for a cover letter.
