That does seem a little much, but I suppose it makes sense. I imagine that is you don't return the calculator within a certain time frame they have to replace it. In other words you just bought a new calculator for the department since you failed to meet the return time and there is probably a late fee on top of that. Also I imagine that of the calculators that go missing, not all of them are returned, so they need to hike up the fine for the ones that do come back to break even. But there are much worse fines on campus, just be happy it's only $42 dollars.
My point in case for ridiculous charges is lockout charges.

I have a roommate who has locked himself out at least 57 times (I have a tally going for for fun of it). I also found out though him that if you don't return the lockout keys promptly they send maintenance to replace your lock at a $200 fine. Since we're in apartment style that's 2 locks for him. This totals at a minimum of $1,436 for my roommate to have the university lend him 2 keys and switch out locks they already had extras for.

I do like this fine too. I use it to shut the aforementioned roommate up. He has the loudest guitar amplifier in existence, which is a serious nuisance for me. One time he had it loud enough that people on the 1st floor complained to the Rez manager. We live on the 4th floor.
