What does it mean by outstanding accounts? Does this one includes the Student Charge Accounts from Titles? I am requesting to get a transcript send and to the only thing I haven't paid is the Student change account. Does that count as a outstanding account?

yes it does. Your student account statement includes everything you owe the university including charges on your student card from titles. Outstanding account means you haven't paid all account charges on time
