Oh yes! I remember in elementary school, no one ever got A's or level 4's, it was pretty much impossible. When we asked the teacher, they always said if we do what is outlined by the ministry, you meet the government standard and so you get a B. "Above and beyond" is an A and even if you get great test marks, there was some subjective evaluation that brought us down. But then in highschool, do/know everything that is mostly required and you get an A lol. But ya highschool was obviously more challenging than elementry/middle school.
