Is there anyway you could now if a course is a every other year course from info on Mac's website or do you have to figure it out yourself?

Sometimes it says in the course calendar, either under the specific course code or at the beginning with all the info about the department.

If you go to the undergrad calendar for 2010-2011, and look under course listings, under the course it should tell you if it's offered every other year. That's one way, but courses can be cancelled/not offered even if it doesn't say it on the undergrad calendar. So technically, there's no way to know 100% yet.

Which course is it that you want to take next year, but isn't offered? Also talk to the Academic Counsellor or send them an email immediately!
