If I pass the reinstatement for Eng, do I need to retake the previous year courses again? or I can just move into the next year?

Neither is fully correct.

You can't just move into second year, because you didn't pass first year; or third year if you didn't pass second, etc.
However, I believe you only have to retake courses that you got below a certain grade in, not completely redo everything.

For reinstatement, i think you have to retake anything lower than a 4. So it's not a full course load during that year. Talk to Jeanne in jhe A214, she's an upper year academic advisor.
