Required Units for First Year
So I am entering first year Business and I see that I need 30 units to be able to move on. Is it ok if I take 24 units in first year or do I absolutely need 30 units? I have all the mandatory courses but only 2 electives.

Welcome to DeGroote. You need 30 credits from first year and you need to complete it by end of year 2 to move to level 3. You can take 24 units but you need to take summer courses to cover that.

could i take a year one elective, say music 1A03, in second year in order to reach the 30 or do i have to complete them all before second year begins?

You could, but that would mean you need to overload in both terms and take 6 courses so you can take the 5 required courses for second year plus the missing course to make up the remaining 6 units. I would recommend summer school because 6 courses per term is a quite a bit. Summer school is only 6 weeks and you'll be done by the 3rd week of June.

As said above, you can take a year 1 elective in other years, as long as the requirement of level 1 and level 2 commerce are completed by start of year 3. You are also allowed to take lower year electives to fill the electives of other years, as long as you do not go above the maximum amount of first year credits. Talk with APO (academic programs office) and they can fill you in about that.

Think about it - you were told you have to have all of the requirements for both first and second year completed by the END of second year. If, at the beginning of second year you're 3 units short, then you will HAVE to overload in one term to make it up. If, at the beginning of second year you're 6 units short, then you have to overload in both terms. You don't need someone else to tell you that, given what you already know.
If summer school is possible, then that's a better option than overloading. In my opinion, an even BETTER option than that is to just take a full course load in first year so you're not putting yourself behind right off the bat, but I also don't know what your reasoning is for wanting to delay taking the electives.
