my friend applied for electrical eng co op with an avg of 4.5 but didn't get into it so it cant make be possible to get into electrical with just a 4.0 ... this year that is.

Ya, but most of them send you somewhere that sucks. Everyone I know in civil engineering who has co-op is in really crappy places like the Yukon or other middle-of-nowhere areas.

A lot of people my year did.

Either:
1) your friend failed courses
2) didnt do all required courses
3) just got unlucky this year

He did get in, it just said Decision pending meaning that he has to complete all required courses in summer.
