If i take additional electives in the summer, do they affect my avg?

Someone told me that from second year on, the electives u take in the summer have no impact on ur overall GPA.

is this true?

If taken at McMaster yes, if taken elsewhere no.

You should probably also know that your McMaster GPA is really only useful for McMaster related things like McMaster scholarships, staying in your program, and the Dean's Honour and Provost Lists. If you end up applying to professional or graduate school, you have to send them transcripts from all post secondary schools you've attended. So they would end up seeing the grade.
