Tek averages your usage over 2 months when charging overages, so you probably were below your cap the next month if you weren't charged.

I own a TP-Link TD-8816, pretty sure I got it originally to go with TekSavvy, but wound up with Acanac instead, it was compatible with both.

I don't understand; what would you need a cable port for? TekSavvy is DSL and uses the phone line instead.

I just want to have a universal modem, so i can basically go with any service provider.

Call them, they will ask for your postal code, and then make a "rough guess". You will never know for sure what speeds you will get till you actually get the service.

So, the registration has been done. I have switched to Teksavvy for basic dsl and home phone.
Now I have 2 more questions:
1. If something is wrong with the lines in my house, is there anything I can do to fix it instead of paying the technician $100+?
2. Do I need line filters? If I do then how many?

Don't get the technicians... seriously. Most phone "technicians" are in general awful at their jobs. Look in most houses; the phone demarcation point is usually a knotted up ball of wires.
And yes, you need line filters. What I did was just got one filter, and separated the lines at the demarcation point into one for the modem and one for all the phones. I put the filter on the termination point of all the phone ones. If you want to do it the nub way, you have to buy a filter for every single phone in your house.
Also, try to put the modem as close to the demarcation point as you can if possible. Reduces the effect of crappy phone lines :p.

All demarcation points (at least the most common ones) typically look something like this.
They're not very complicated. Phone wiring for a house is essentially a whole bunch of parallel circuits.
btw, protip: be careful when playing with the demarcation point; I believe it works at around 70 V.
