Textbook question
For Bio 2C03, I viewed the 2012 course outline and it says you can use 3rd or 4th edition so there are a lot of people selling the 3rd edition. I was wondering how can I confirm what edition will be used this year?

I would wait till classes start and buy it within the first week. You will get all your answers when you attend the lecture.

Definitely wait until after the first class because I think a new prof is teaching this year for first term, but for genetics, you would be fine with either one. All the textbook is really needed for is tutorials. Maybe only used it once for lecture, but that's about it.

Should I email the prof or TA now or wait? because I don't want to spend a fortune on new textbooks

As everyone else has said, just wait.

The prof might not have even decided yet.

I would wait until the first class. There will be plenty of books on sale in the first 2-3 weeks. Don't rush it!
