Actually, if the 12:30pm one is 3 hours long, then it counts as a conflict:

The following types of problems should be reported to the Examinations Office Room114, Gilmour Hall after the final timetable is posted. A minimum of ten working days prior to the scheduled examination date is required to facilitate the re-scheduling of examinations. - More than one examination scheduled at the same time.
- Three examinations in one calendar day (midnight to midnight).
- Three consecutive examinations over two days.
- Two consecutive examinations if first one is 3hrs long for December exams only.

You don't meet the criteria for #3 because your first exam is at 7:30pm and the second one is at 12:30pm, but there's also a 9am timeslot in between - so they're not consecutive.
I don't believe there are any timeslots between 12:30 and 4pm though. If there aren't, and if your 12:30 exam is 3 hours long, then you can get one of them moved (problem #4 above).
