It's odd that this is being posted before the winners have been announced at the closing ceremonies, and also before the bedracer was finished. Does this mean that bedracer doesn't count?

No.
Rohan's guestimation kinda screwed me up. Because I'm not on campus participating as a rep this year I have to find out information through others.
So the initial posting was premature. Hense...why there isn't any info up there as of the moment.
