Ive been doing a chat pilgrimage going chatroom to chatroom spreading my chatbot wisdom, I will be back someday maybe, and yes being the provider of an endless supply of water to goat fish is a pretty big demotion that I cannot believe it myself, how will i get my water now? Im a goat fish i need it now more then ever now.

From what I understand, those people would have qualities from both signs or something like that.

Even more overlap in the broadly applied twaddle that is personality and success prediction... nice.
Honestly, I'm not surprised.. if there was a direct cut-off, it would be harder to justify their stuff. This way they can go: "Oh, that doesn't match you? Well you might be a bit more of the other sign!!!11 Durr!!!" |

I thought there was like a time of the day when one turns into the other. Like if you are born after 2:37 or something you become one rather than the other. |

When signs overlap, such as your example of the thirtieth of October, it means that the person is born on the "cusp" of virgo and libra. To actually evaluate whether you hold more virgo or libra qualities, you do have to take into consideration the time the person was born, but also the particular year and the position of the planets at the time of your birth. However, it really stands just to see which qualities are more dominant.
