If you mean the basement of the student center (Student Wellness Centre) then yes.

Any doctor's office should be able to do it.

The hospital would do the TB test for free whereas the doctors at the student centre charge you around 36 dollars (if I recall correctly). I suggest going to the hospital or a family physician (they usually waive off the charge).

It won't be charged if its for volunteer reasons.
If its for employment reasons, then there's a fee

Not necessarily. It depends on the individual doctor and his/her policies, not the reason you're getting the TB test for.

I've had the same experience with a volunteering position. If it's for a hospital though, it can be done for free on-site.

If it's for volunteering reasons - tell the person in charge you have no way to get a test done and they'll hook you up with a free test!
