I am looking to get a new cell phone (smartphone or blackberry). I am currently on a pay as you go and barely use 10$ worth of credit/month. I dont text/call alot. Anyone suggest any good plans/companies to go with

For a new phone, it depends on your tastes really....I've been hooked on Android ever since I tried it. As for a company, WIND Mobile is decent on campus, but I'm not sure how many you're looking to spend on a monthly basis for a cell phone plan considering you use ~$10/mo currently.

Check out Virgin Mobile. Same coverage as Bell yet much better prices. I am currently on a prepaid $25 plan that includes:
- 100 Minutes
- Unlimited texting
- 100 mb data
- Voicemail, Call Display, Call Waiting

Sounds like any company would be good for you.. I'd stay away from contract or tab companies (wind, kodo, etc) unless they have good service for your area because theres more pricing incentive towards people who spend a lot more than 10$/month. I've personally found Wind's top up system (adding money to your account) terrible.
Best bang for your buck would probably to buy an unlocked used phone off somebody (ebay, kijiji, etc) and go for pay-as-you go with somebody like Rogers. You're certainly going to spend more than 10$ a month once you get addicted to data so keep that in mind.

Agree with juicebox, even though 100mb is an extremely small amount of data for a month, from the sounds of it you dont use any on $10 per month

I'd go with Wind Mobile. It's cheap and provides province wide calling, so you'll save on long distance. Same with Koodo.
In terms of a phone, even though I personally own a blackberry, I wouldn't suggest it to anyone. Go with something you like if features aren't that big a deal.
I like the older androids which aren't expensive anymore because of the new releases, which are feature abundant and are still considered relatively high end.
