If I were to do Combined Honours in Linguistics and Psychology, could LIINGUIST 2PS3 count towards both, giving me room for an extra elective? Or are no overlaps allowed?

You can overlap. I know plenty of people who have done Linguistics and a language double major (like French) so the French credits count towards linguistics requirements.
I doubt they've changed this but you can always ask an academic advisor.
