DSL: 5mbps is normal, the wires can't carry as much. However your phone line is connected directly to the company and therefore you get all 5mbps
Cable: 16mbps is normal, the wires can carry a larger speed. However, your internet comes from the company through your neighbourhood cable box. If you are the only one using cable internet in your neighbourhood, you get all 16mbps. If there are a lot of people using cable internet in your area, the speed is much lower.
My experience: I've never had problems with DSL internet. I had Rogers Cable Internet a long time ago and it was really fast as first when it was first released, but after a year it was so slow. It took 5-10 seconds to load a normal page so we switched to DSL and never switched back.
