When does SOLAR reopen? midnight or 8:30 am?

You can change it up until sometime in jan or feb.

so when we remove and add courses or change the time slots (of cores and tutorials) through solar, will it be updated to the timetable immediately or do we have to wait a few days?

It'll update within an hour. When I did it, it updated in a minute or two
