It's not a top priority on anyone's list of things to do. It's been months. How many hours do you think have been put into this?
Say there were TWO people battling this out for the past 6 months. 40 hour work weeks, round down to 4 work weeks a month. 6mths*4weeks*40hours* 2people=1920 hours . Several software engineers could have developed their OWN e-mail system in that amount of time. %$#@ off to whoever expects us to believe this is being worked on with any sort of urgency.
I posted this before, but if it was part of my election campaign, and I was being paid for my position, I'd spend 1 week making very insistent phone calls, and I'd take it upon myself to mediate this thing. As an elected voice of >20,000 students, those in charge of making this happen have a lot more power than they think. Call me ambitious, but after 6 months of working on bureaucracy/paperwork, I'd be pretty disappointed with the outcome thus far, and therefore motivated to make it happen NOW.
