is this a serious question? you go to school to learn something for a future career... you don't come hear to learn how to suck face... you don't need to attend university to become sexually experienced, that's what hookers are for

You sound like my parents...
Running into your significant other on the way to class and quickly hugging/kissing is fine (though some people will complain about any level of PDA), going out of your way to make out in public is just annoying and disrespectful to the people around you

Well said. But I think what the OP is asking for is just not acceptable. I really wouldn't want to run into a couple making out for God knows how long in a staircase or anywhere for that matter. I had way too many of these incidents in highschool!

Make it a goal to kiss your partner in every building on campus, including residences. The harder it is to do it in some place/get in there, the better.
