You buy the parts yourself, shop around online amazon, newegg, direct canada, etc. Then you put it together yourself, there's fairly in depth guides on the net that will get you through it. Risky how? As long as you follow everything and make sure you connect everything properly, keep yourself grounded, take your time everything should be fine. Grab a cheap copy of Windows 7 with student discount, hook up to a monitor or TV, keyboard and mouse and you're good to go, way cheaper than the laptop and far better.
Seriously if you're looking for gaming, and you're not going to be gaming on the go, then you'll get a way better desktop for your money.
