Move In - passport sized photo
So I received the email from Residence Admissions about needing to bring "a passport sized photo to submit at registration".
Can the picture just be a black & white photocopy?

I plan on literally photocopying a passport sized photo that I already have.
Is that okay?

Well, I guess it depends on how good a copy it is...they won't give you your room key if you don't give them a photo, so you better make sure you're identifiable on that photo.
They use the picture so that they can identify you if you are locked out of your room and need a replacement key (since you presumably won't have any other identification on you). If it's not acceptable, I believe they can take your photo right there, but they'll charge you for it.

Just to clarify, it doesn't actually *need* to be a passport photo. I took my sister's photo and it was accepted without any problem.

I had to take off my glasses for my photo, but that's alright right?

Yep, should be fine. And David's right - you can just take a picture of yourself with your digital camera, print it out, and cut it to passport(-ish) size, and you'd be fine as well.

My most recent passport sized photo had me with hair coloured, although I've since cut it off and have normal hair colour now...
Would they be okay with that? Since I don't really want to go take/print another picture...

As long as it's still recognizable as you, it should be fine. Can't guarantee they won't make a light-hearted comment about it though :p

Remember your photo must be printed on photo paper. Plain, white, regular paper will not do.
