Aside from having to email them account statements dating back to September to verify that I paid all my tuition fees, they just made a mistake putting my name on the exception list.

This is what happened to me too. I sent in my information to Victoria Scott and a few days later, I was able to pick up my cheque from the MSU office.
There was a BIG pile of cheques, all which looked exactly like mine. It looks like something/someone screwed up and a lot of people were put on the "exception" list that weren't supposed to be.
If you don't have the confirmation email, email Victoria Scott and ask her what to do. I'm sure she can look up your name in the system somehow.
