It's generally offered every year...I think they put in the every other year disclaimer just in case. It's mandatory for chembios and biochem specializations, so there's enough people to justify having it every year. Paul Harrison usually teaches it.

Dr Harrison is a great prof, very organized and flexible due dates for assignments if needed.
